A: A confirmed PayPal address is:

a) The address on your PayPal account associated with your bank account. Bank account should be added to your PayPal account;
b) Billing address for your credit card, if you are using credit card as the payment method.

Upon checkout PayPal should mark the address you have provided with either "confirmed" or "not confirmed" tag.
